Looks more like a screenshot to me. I think what she/he did was made a selection around the photo took a screenshot then cropped it to make it focus on only that image.

^hah yea i was about to say that
looks like they just out lined it with the lasso tool or something took a screen shot made a new document pasted it in there and then cropped it |

Open your image. press "Ctrl A" then press "print scr," it's on the right of F12 on yer keyboard. then juss crop the image. =)
