I've searched high and low, but to no avail..., i need help with en effect Options

i was wondering if it's possible to have text scrolling up or down over a picture. i've searched around and tried to figure it out but i'm having trouble. I used the <img src=URL> for the picture and then a marquee code right under it, but I don't know how to get the text to scroll on top of the picture. if anyone could help, it would be greatly appreciated.

create a div then set ur picture as the div's background image... inside the div you can add a marquee which would scroll over the image I think
