U should only have an outline color not a foreground.

yes.
1. Go to the right side where the colors are.
2. Click on the thing that is sqaured in this picture...

3. Start typing and u should have it.

EDIT:
If it still doesnt work could u take a screen shot of ur psp?

Open up a new document. DON'T DO ANYTHING.
Type something. I don't care what, just type something. Right-click on your text. Click on properties.
Uncheck the Fill box and if it's not checked, check the stroke box. Change the stoke width to about 1.00, don't worry about anything else.
File -> Export -> GIF Optimizer

i had to double post!....i thought it worked but i didn`t, so yea. whats with you people & double posting?!

anywayss back to my problem. i tried it it didnt work. does anyone kno how to do in photoshop?

No you didn't HAVE to double post. Editing would have worked fine.
And you didn't answer my question. Let me rephrase it. WHAT PART didn't work? It's easier to do in PSP. The Photoshop version requires more knowladge of the program.

just click new document and then check the box that says transparent. then click okay.
