the person could have used photoshop or paint shop pro why don't you just ask the owner?

photoshop or PSP is probably it. but, in my opinion you can do alot more in PSP. I think you can do that in photoshop.. i'm not sure. yeah i think so. either way any of them you can do something like it. for example in photoshop you may do Image > Adjustments> and select one of the options they give you. |

just bump the topic..
since no one has replied in many days. anyway. i don't have psp but in photoshop use the textures.. idk if psp has that or not but you can mess with the filters and stuff and try getting that. |
