stretching out papers

I feel stupid for having to ask here, but it beats procrastinating.

I'm writing a paper on the EITC, and it has to be roughly five pages. I love the topic (since I chose it myself), but I'm having trouble getting it to five pages. I have one page, which includes the intro and a brief history of the EITC. I figure I can get another one or two pages, but I need to stretch it out.

Here's the outline that is in my head:

-Intro
-History
-Comparison between EITC and welfare
-Arguements for
-Arguements against
-Conclusion

Is there anything else I can add? What sections are easiest to beef up?

Unfortunately (or rather fortunately), I am not part of a family that earns less than $30,000, so I have no personal experience with the EITC.

Anecdotes from those who do have personal experiences then. Use case studies in your arguments for/against.
