Well since this is in graphic design, I'm guessing you want to know how to design a layout, right?

Well first, understand css. Look at the myspace, for instance, code and figure out what each section of code codes for.

Then attempt doing it yourself.

Learn how to make good graphics, not cheap ones.
- learn new techniques for graphics
Learn to image map.

Embrace your creative side!

QUOTE(me!)
If you wanna crash course, lissaexplains.com or tizag.com.
If you wanna learn a lot quickly in one place, htmlgoodies.com.
If you're aiming for cross-browser compatibility, w3schools.com&validator.w3.org.
For both sides of designing&neat stuff, pootato.org.
----
Some already mentioned, some not. I still use these sites for the things I've listed them for. There's a few more, but... Those aren't for this kind of stuff. Not really.
But it's more for pages. You can still apply a lot of it to other types of layout too. Especially Blogger. The following are for design (graphics-wise).
----
good-tutorials.com for a lot of neat tutorials and effects.
pixelfx.org for a few neat effects and such. Also for crash courses in your program.
animeshare.crystals-ss.net has a lot of wicked cool tutorials on layouts and a few other great resources.
peachie.nu is just a great all-around site.
