Use imageeready it comes with some photoshop versions.
If you have photoshop elements (2.0 or 3.0) you can also do it.

Imageready: Make a new frame, in each new frame add a diff picture.
PS Elements: Create a new layer with a diff image in each layer. Go to file > save for web > go to .gif put a check in animation.

i would also reccomend downloading giffy:

http://www.soft32.com/download-Giffy_Image...or-81477-5.html

which converts bmps to gifs with out image distortion, and then down load unfreeze:
http://www.whitsoftdev.com/unfreez/

which creates the moving images, and you can set the speed inwhich they move... both are free and easy to use

how do i get just one picture per frame?

On the animation bar (go to window> animation if you don't see it ) then open each picture in imageready. For each picture EXCEPT one click the arrow on the animation bar then go to copy frame. Then on the one (your first image) go to the arrow and click paste frame. Then set it to after set frame or something close to that.

Then do the same for all pictures.

file > save optimized as
if it still doesn't let you save as .gif

Look on the top right hand corner where there is an optimize tab on the right toolbars change the setting to gif
