Pretty much any version of Photoshop is good for puttin frames and backgrounds.

Gah - Do they teach grammar at all in school anymore????

Which frames? Picture, gold, really shiny frames, or html frames?

And the most photoshop can do with backgrounds is create them. The rest is in the coding.

Um.... To make that you could use even Photoshop Elements 3.0. So yeah. Very simple.
