That's pretty good for a noob. :p The skin and shirt are ok, but the skirt looks kinda weird. The hair could be better.

NO BLURRING.
its not a vector if you blur it.  vectors usually take at least 7 hours... it really doesnt look like you put much effort into it. |

^yeah, you cant blur it for two reasons:
-no longer a vector/vexel -LOOKS REALLY BAD (unless done tastefully) |
