pics hover., ... Options

erm. how do you make only the pics hover pixelated?

I'll explain. lol.

I found the code on one of the topics to make all the links pixelated but i want it to be just the picture hover over.

I've tried to edit the codes but none of its worked for me >.<

If anyone knows i'd appreciate theyre help :]
