make a picture w/ like one on top of another..
& then have borders around them?

Use any program..

If you use photoshop open both.. then make a new document
then paste them on stop of each other
just make sure there seperate layers then stroke each layer.

just go to file > open
open both picures

then make a new document any size
then hti CTRL A on one pic and then CTRL C on the same pic
then on the new black document hit CTRL V
then hti CTRL A on the other pic and then CTRL C on the same pic
then on the new black document hit CTRL V
then move the pics right under each other
then go to edit > stroke it will stroke (border) one pic.
then click the next layer on the layer pallete with the pic that has no border and do edit> stroke again.
then crop the image so you have box pixs
and your done
