Really you could use probably any designing program to web design with even paint.
I suggest you go through some of the tutorials.

A majority of them are Photoshop and PSP you could use some of those programs we do have a couple of ms paint tutorials too.

You can have any program, I've seen lots of good stuff done in paint. To start out, take a look through Day Dream Graphics and Lissa Explains to get started learning code. There are plenty of good design tutorials here at CB. :)

You really can use any program: adobe photoshop, paint shop pro, or paint (usually). There are a bunch of tutorials for all three here: http://www.createblog.com/forums/index.php?showforum=18
You can download trials of photoshop and paint shop pro for a start.

Well, if you're just getting into it, you should definitely start off with Paint since Paint Shop Pro and definitely Photoshop are major investments and you don't want some expensive program you're not using taking up space on your hard drive. Another two other great coding resources are W3Schools and Webmonkey.

I would start with Paint Shop Pro 7 - it is easier to use than Photoshop, much much cheaper, and 8 and 9 aren't much better. Unless using dreamweaver or frontpage, you need to have a good grasp of html and css, see W3 Schools, their references and tutorials are brilliant.

Not a must, but a very helpful is Web Standards Solutions (book). Expensive, but worth it.

I hope this helps you.
