circly light thingys, how do you make them? |

hello! :) I was wondering if anyone knew how to make those circly light thingys on photoshop7 like..
 or if theres a tutorial somewhere, can i have it? :) btw, icon credit to dicaprioangel on livejournal. :) |

I'm almost sure because I remember the person who made that making a tutorial on it in one of the icon communities on lj. |
