What is this type of effect called and how would I get the exact effect on the borders?
(The part that fades but is apart of the banner.)

Thanks in advance.

Make the border on a new layer and set to overlay/soft-light. You can play around with it.

It's a border with a high contrast/brightness.
You can do what Reili said and make a border and play with the contrast/brightness.

Take the pencil tool, right click on the brush tool and it'll give you a menu, select pencil, make it however large you'd like it to be, i'd say somewhere between 1 and 3 pixels.

create a new layer. using the shift key, outline the document. [shift will make it stay straight] I'd suggest using the colour white, because that's how you get that look.

and once you are done, look on your layers pallete. somewhere will be a drop down menu that says normal dissolve yadda yadda yadda...select overlay.

voila?
