Well..you have to have your inspiration..when you make the image and thenk...if you like animated ones you can get an animation program...

You can make them on any image editing program, MS Paint is the best for starters. You can also download a free trial of Adobe Photoshop or Jasc Paint Shop Pro if you want to make better avatars. I think the size of most avatars are either 100x100 or 50x50.
