People on the streets use it when they've basically had that as their turf/territory for a long time and they're well respected yada yada etc etc. People on the internet started using it when they'd been w/ something since the start. For instance, cB veterans would be cB OG's. There's not much to it, and it really doesn't mean much aside from being a title that some people decide to base their entire presence on.
