you could use the polygon tool but its going to take forever why dont you just finish it in one shape? the way I do it is open photoshop 7 (only works in photoshop 7 not CS2 or above, I tried) then go to shapes tool and scoll down to the one that looks like the sunray, use that and cover you canvas and because it is a shape, you dont need to worry about filling it in:]
