Everyone's always talking about those cool icons made in photoshop or psp, but here's one using MSPAINT!!! hooray!
I'm going to start out with this picture of Twiggy (resized using IrfanView):

Let's begin!

Open up MSPaint and make your canvas 100x100.

With the box tool, make a black (or whatever color you want) border around your canvas.

Now open up another Paint and put your picture there. Decide which part of your photo you like the best; like the head, eye, or other focus point. For this icon, I'll use Twiggy's head. Copy your black border and paste it on your picture where you want it. You can move it around a bit, but this is what I ended up with:

Using the selection tool, make a selection of just the border and the image inside.

If you screw it up a bit, you can fix it later. Now copy your selection and paste it into your first paint where you made the black border. Your new border should go right over it, but you may need to tweak it a bit. Your icon should look something like this so far:

If you want a really simple icon, you can stop now, but I'd really like some text and maybe some cut outs in the border... or who knows what! Your icon should be whatever you want. To start off, I'm going to give it a torn border (you can find a tutorial on that on createblog).

Now I'll add some text (Sydnie, 14 pt).

You can see that my text is white so I can put it over the picture, and it also is cut off by the border. I kinda like that effect... =D
My icon seemed to be missing something, so I fooled around with some scribble hearts until I came up with this:

Then I added a brown border... and VOILA! My Twiggy icon was born!

I hope this icon tutorial has helped you. =D
