I was fooling around with zooms, blurs, colour changes, rendering, distorting, when I made this little piece! It's actually quite easy to do, and can be can quickly. Heres a look at the finished product.

Oh yes, and one more thing before you start. ANY changes you make during making this, will alter it. (Another blur, ripple, zoom, etc.) So, with that said, you won't get the efact same results as I got.

-->Start a new Image, 300x300, with white background

-->Put two circles(filled in), one black, and one #0471D7, they can slightly overlap(For the touched up image.{Seen at end}, I used a lighter colour then #0471D7

-->Flatten Image

-->Filter>>Blur>>Raidial Blur>>100, Zoom, Best x3

-->Filter>>Render>>Lighting Effects>> 50-300mm Zoom, 100%, and place at the center
of the pic

-->Image>>Adjustments>>Hue/Saturation
Hue:230
Sat:50
Lightness:-46
(Check) Colorize
(Check) Preview
You can fool around with these colours if you think that it doesn't
look very much like water

Your results may very, little or lots. I've noticed that sometimes its just a matter of WHERE your beginning circles are.

So, have fun! Sometimes it takes a while to get the perfect effect, but when you do....it should look great
