overflow only at the top? Options

is there a way to only make the page overflow at the top and not anywhere else? if i put the blogbody a div box then it's a specific px for width and height. i just wanna make it overflow about, 100 px from the top. am i suppose to insert a transparent box or anything?

for an easy way to do this, you could just add <br> at the top of your custom header. to make the space bigger, just type <br> lots of times. for example <br><br><br><br> etc..

write <br> in your look and feel under header where it says INPUT YOUR OWN HTML

my question is, is there a way to make it disappear (overflow) a certain distance from the top? so it looks like...

this? i know i can use a div box, but then the page won't come from the bottom of the browser but the bottom of the div box. if you want an example look at my current xanga. when you scroll down the banner goes with the whole body.

is it possible to freeze the banner there even when you scroll up and down? i tried inserting it in a div box but the body went behind it and appeared for a little at the top. so basically i just put the pic over the body.
