Edit//
nevermind..it's an effect. First, you do an outline of it..then if it's a light color you choose Soft Focus

I`m guess you want something like this.

It`s Easy.I`n psp 8 .

1)Create a new Image.
2)Color the background (white or black cause they look bad transparent)
3)Choose a font an write whatever but *important* make sure you create it as floating.
4)Leave the marque around it looks like this

5)go to Effects > 3D effects > Drop Shadow > an then a box comes up an you choose how you want an the colors

you can repeat the steps like they did [notice they have 2 colors used a gray an a darker gray]

I've often done it like this:

1. Make a blue background.
2. Use the text tool (create as vector) and type in your text however you want it. In this case "TEXT". Make it the same color blue as the background.
3. Duplicate this layer and drag it so that it's UNDER Vector 1 (important!). Change the text color to white, and then rasterize the layer.
4. Adjust>Blur>Gaussian Blur to whatever you want it at... higher numbers for more blur.

That's how I do it with PSP8, anyhow!

There are a couple of ways to do it...

1. Type in text and copy it.
2. On a colored bg (the color bg will be the color your glow is), paste the font on there and make sure it is pasted as a selection.
3. The go to Selections > Modify > Feather
4. Feather it 2 pixels or so...
[OR]
Go to Selections > Modify > Expand and expand it 2 pixels and then feather it.
5. If it doesn't look like it didn't make a difference, copy the text and paste it as a new image and the effects should have worked.

OR

1. Type in text and copy it.
2. Make sure its pasted as a selection.
3. Go to Effects > 3D Effects > Drop Shadow
4. Make the vertical and horizontal offset 0 and make the color whatever color you want the glow color to be.
