ive seen this around often....pictures that are tilted....or rotated at different angles...22 degrees..30 degrees... and so on..heres an example
the tilted images are on the right side sorry the pic is kinda small..but im sure youve seen this around lotsa times. how do you make it w/ photoshop cs? wheres the button that rotates images and stuff? thnx! |

you can like get the button and click the lil arrow thing that selects the picture and move it w/e way you want it to be tilted

on the layer that you want to rotate, press ctrl+T. then using those arrows and directions, turn the image from one of the corners of the image.
