Div layer bg aligning? Options

So I'm trying to align the background of my layout, so it matches the blog portion and carries down. It looks great in my resolution, but when I switch, it goes out of proportion. Does anyone know if there's a specific code or something that'll allow it to remain in place in any resolution?
