It's most likely a windows custom theme. You would have to go find a website or person that does those then ask them/read the instructions on how to implement it. It's usually kinda tricky and if you mess up you can mess up your entire OS due to messing w/ registry files. Actually nvm that's just on startup pictures. But most likely you find the theme files, put them in a location such as C:Windows/Themes etc then you click on the display options, go to appearances, and click themes, then select!
