ehm well if you have photoshop
make one big plain image and copy both images and put them in that one document and then save it once you have it like you want it... |

Or even mspaint. Open the 2 pictures. Make a border around each of them. Put on on top of the other.

yes but how on ms paint do you open up two picture documents at once?

first open the first image then go to edit>paste from

but also if i wanna make a small pic transparent to put on top of another picture. how do i do that on paint? |

I don't get that? Plus you can't make transparent images with paint alone, I don't think. You may need another program.
