depending on what program you have, she probably has those brushes on a new layer. and when you add the brushes to the layer you right click on the layer in the actions bar, and go down to stroke, and you can change the color the width and how everything is. it`s the same thing for fonts too.
but thats how it is for ps cs2 9. i ono if you have that. |

^ That's exactly how it is. It's called stroke, which is under the blending options.
