into this...

1. get our picture. i will be using this hand-made avatar of Hyori Lee. Feel free to use it. RIGHT CLICK > COPY

2. Open up paint. START > PROGRAMS > ACCESSORIES > PAINT

3. Resize the painting area. IMAGE > ATTRIBUTES > WIDTH: 100 & HEIGHT: 100

4. Paste your image. EDIT > PASTE
---
before we get into decorating your avatar, let me introduce you to the sparkles. For your convience, i have included an image of the different types. i have also provided a 16x zoom on them so that you will be able to see what they look like up close. near the inlarged image is an actual "sparkle".
EDIT;; i edited the last pic to show that there are MANY more sparkles than i had previously showed you. and remember that you can manipulate these sparkles in almost any way and they will still look good. and each square equals one pixel.

now, for the decorationg. x]

5. Enlarge your image so that you can clearly see what is going on. VIEW > ZOOM > CUSTOM > 800% > OK

6. If you would like to have a grid then keep reading, if not, skip to step 7. To get the grid, click VIEW > ZOOM > SHOW GRID

7. Finally it is time for YOU to have the fun! just randomly put the different kinds of sparkles every so often around the image. i mostly did mine around the face because i didn't want to cover her up but depending on the image, you can't generally place the sparkles anywhere. and to do this step, use the pencil tool --> User posted image

8. After doing that, you can add more simple effects like borders and/or text. i added text.

9. All that you have left to do is save it. FILE > SAVE AS i would advise that you save it as a .PNG but not all computers have that format as an option so if you must, save it as a .JPEG
---here is my final product...

^ i probably went a little overboard with the single-pixel sparkles but do you get the whole concept? :]
not only can this be done on avatars but also on larger pictures as well >> but let it be know that it will take quite a while!
---
i hope that i explained everything well. if you have any questions, PLEASE free to comment in this tutorial or PM me at anytime. once i get time, i will post some more up for you.

HAVE FUN! :hehe:

here's more! i kinda toned down the sparkles.
