First of all, find the image you are going to use to improve make up on, I will be using the lovely Billie Pipper.

Now, take this tool (you should see it on your tool bar) It's called the blur tool. Set the strengh to 75. Go over the skin so it looks smooth, just be careful around the nose! Make the brush any size to the desire of the face you are improving make up to. Now moving on, let's make her lips and eyes look glossy. Take the sharpen tool (right click on the blur tool) it should look like this
Go on the eyes, and lips. Don't get carried away though, or it will look horible. Make sure that the strenght is also at 75, and the size matches the eyes and lips. Here's how mine turned out:
Before;
After;

See the difference? If this tutorial has helped please credit. Comment if you have a question. And if this didn't work, it's because you weren't on the right layer. Make sure you are on the layer that the image you want to improve is on.

I think you need to sharpen up the curves of the nose though - it blurs it a lot and it makes the only part of the image that's sharp the eyes and the mouth.

if you used the gaussian blur (filter>blur>gaussian blur) specifically with the 3.1 radius, it would have turned out a lot better.
i tried it with the gaussian blur and it looked slightly better but because her hair is out of focus it looks weird.
great tutorial though!
