For this tutorial, I used a canvas of 200x100
1. Make the back ground black. Add a layer for your text.
2. Duplicate the layer with the text. Now go to...
Adjust>Blur>Radial Blur.. With the Settings Below.
Blur Type: Zoom
Blur Strength: 100 (or anything to your liking)
Center: All Zero (or anyhting to your liking)
If you think the effect is too weak, just duplicate the layer with the effect in it.
3. Here is what you should get.
Also, you can use the effect on a different color tecxt, just put that layer under the normal text..
