You can get your own picture, or you can use this one. REMEMBER - this won't work on everything. If you're using your own picture, just play around with the settings until you get what you like.
Now that you have your main picture, use CTRL+J to duplicate it. I renamed the first layer "Original" just so I know.
Take your duplicated image (it should say Layer 1 copy) and go to Filter>Blur>Gaussian Blur. I like to blur it a lot, but try not to go higher than 4.5, 'kay? Now, once you do that, set the layer to Overlay 100% Opacity.
Now, you should have something similar to this:
I know it looks a little dark, but don't worry, we'll fix that.
**extra** If this is a personal photo of you or a friend, sometimes things like freckles, scars, or acne may become more prominent. I suggest blurring the original photo so it doesn't show - but that's another tutorial.
Here, you duplicate either the Original or Layer 1 Copy (I'm doing Layer 1 Copy, but try the other one for a different look.) and you can set it on Screen or Linear Dodge, with an opacity ranging from 20-40ish, to brighten up the dark spots a bit.

Sorry for the late reply. You should have your window that has the layers/channels/paths tabs. If not, press F7.
Make sure you have the layers tab open, and right underneath that is something that should say 'normal' Click on that and it's a drop down box, and overlay is the first choice below the 3rd divider.
