Does the quality of the photo decide how good you can make something look or can you make a photo taken with a cell phone look like it was taken in high definition

Cellphone pictures tend to be worse quality than a digital camera quality.
Of course a DSLR camera will have better quality than a digital camera but they sell for a lot more.

It's much easier to create high quality graphics with high quality photos. Cell phone pictures are usually really grainy and the lighting is horrible, so chances of making it look like you took it with a good camera are pretty slim. There are ways to mask it a bit and fix it up, but it's more work than it's worth.
