to be honest, that photo is extremely harsh on the eyes.
she has probably been blending for a while, which is how she acquired "such skills".
but, anyways, i found a brushpack with notebook brushes in it here.
you can find a tutorial on how to do the border here.
what do you mean the color of her skin? looks like "the dreamy effect" and some colorization.
again, you have to be more specific about the kind of brushes.
and she probably added a shear blue layer over the image.
