you mean CMS site? WYSIWYG means
what you see is what you get. What do you mean exactly? WYSIWYG editors usually come with free software like cutenews and wordpress

there are lots of open source CMS and WYSIWYG editors out there like wordpress, you dont need to pay a single cent and if your not looking for MYSql you can always go with cutenews a nice CMS software I recently came across is CUSHYcms although I have never used it, it looks pretty easy to use, just check the documentation.

free is free. if it's free for personal use however, then you'd have to pay a fee if you made money from it. just looking over the terms of use for an editor. if there are no terms of use, then it's safe to assume it's completely free.
