well im photoshop, theres a thing called animation layer, go to windows> animations
and just use that heres a basic tut http://rewindd.com/tutorials/textglow.php now instead of making text glow, just use a bunch of images and set it to play :] |

You can try following these tuts. They don't really show you how to make them but with tweaking the steps a little, you can make that graphic.
