You get an image program. Get your pattern repeated then use the tools needed to crate your image and content tables on top...

Get an image program.. photoshop, psp, or gimp. Get the pattern you are going to use or create your background on the canvas.
Then you design by following tutorials and using brushes etc to get your content boxes on there. Then you upload it. |

What do you mean on the canvas?I have psp, is there any tutorials that will help?
And do you mean like I can make the background as a pattern then the stuff I want to put over it. Then when I do the code I just adjust on the code to make it blend with the background. |

Canvas = what you design on. Pretty much when you hit CTRL N an you open a new page thats the canvas.
You are asking how to make a layout, you can't really tell someone how to make a layout you follow tutorials and come up with your own ideas. Go here to find a long list of PSP tutorials. No. I mean this you create the background etc in psp. Then you design the header , etc ontop. That is what the person you linked did. Yes it is possible for you to design the background.. and then save. Then code the image to be on top of the background. Doesn't matter same result. Except doing it the other way works better. (if you are going to have to use a transparent header) |

There is no one screen size. Most people use 1024x768 there is one smaller 800x600 (and maybe one smaller than that). No matter what unless you create a repeating background or a solid background color, it will not fit full screen for everyone.
