Step 1: Open up your image and create a new layer.
Step 2: Using the paint bucket tool, fill the new layer with white.
Step 3: Now change the layer setting to soft light.
And voila! You have a much brighter picture.

another way is to duplicate your layer and set it to screen. which keeps the colours from getting dull.
but then again, this method works fantastic if your Levels aren't set correctly.

The program is Photoshop. That's a pretty simple way to lighten an image. I pretty much got few more for lightening a picture.
