1.] To start with, choose an image of your choice.
I chose the lovely Kate Hudson.

2.] Now duplicate your layer. Layer>>Duplicate.

3.] Next, go to Filter>>Blur>>Gaussian Blur.
I put my settings to 1.6. Anywhere between 1.5 and 2.0 is fine.

4.] Next go to Layer>>Properties. Now set the blend mode to Overlay.

5.] Final Product:

umm, i can't find the last step where it says "Layer>Properties" also the images dont show up for me.....

great tutorial!!!so once you are all done, what is the best "save setting" to keep the picture at it's best quality when you save the image?
