Okay, so when I zoom in on a picture i'm retouching (for senior pictures) its extremely blurry & hard to edit it close up like that, but i need close to apply digital make-up etc.

I've seen pictures when the close up is amazing & not blurry what so ever.
How do I do this?

Does it depend on the camera etc?

i THINK thats a thing with the megapixel. But I'm not sure.

If you have Photoshop, use the crop tool. Change the measurements to your desired settings and just choose an area to crop.

It is ALL camera and you can't do a single thing to a lower quality photo in Photoshop to magically make it higher in quality.

That's not to say that the camera used for taking senior photos is shitty, but I don't know what version of the photo you have (original? Scanned? Lower quality web version?).

im pretty sure its the original.
