Why do people spread worms and viruses? In order to create 'botnets'. The drone armies / botnets research and mitigation mailing list is a private research list that studies these networks and periodically reports on them.
The networks on which they report are the public networks which comprise the Internet. Each network has an ASN (Autonomous System Number), a count of the number of C&C (command and control) systems observed, and the number that remains open and/or unresolved by the network provider.
The network providers are listed as "Responsible Party", although they aren't necessarily the only responsible party. Many smaller hosting services and ISPs operate as customers of these networks.
