huh I have a program that came with my scanner that I can do that on.. not sure with photoshop. ^ shawty right click > view image, then it comes up.
if its a image and you already had the url just put the url inbetween image or thumb tags.
im pretty sure you can do that with psp , if you have a blur tool like photoshop does then blur the surroundings.
