Photoshop is good, but pricey; you could always try Photoshop Elements, though--it's only about $60 at Wal-Mart.

^Of course!!! It costs alot though. I know there is a tutorial for making blinkies on ps.
Yes. But for doing the animations you would use Imageready which is the animation program that automatically comes w/ photoshop.
I'm not sure if it comes with the Elements though.
