3 letter hex codes

Just a quick question... I noticed that on some website layouts, they'll use different hex codes. For example,
CODE
background-color:#fff;
instead of
CODE
background-color:#ffffff;
What is up with that? Where do you get just three letters, especially on more complicated colors?

If the last three will be like that, then only three is used. E.g. instead of "cccccc" you can put "ccc" or "abc" can be "aabbcc".

So, then, the three letter codes are pretty much just for the "web safe" colors?
