Here's someone who's 5 feet tall. Now, there's another girl who's 6 feet tall, and she's a perfect scale of the 5 foot girl. Their bodies are exactly the same, except one girl's is bigger in proportion. The 5 foot girl's BMI is 20, while the 6 foot girl's BMI is 26...which means she's overweight. That's just how it works out, but it doesn't make much sense how two people that are the same have different BMI's.
