What kinda things does she like? Like.. is she girly/tomboy? what music interests her? I'm sure she'd like balloons and and soft bear too 
i think you need to tell us a little bit more about ur gf, cause there are thousands of things you could do.

balloons... decorations....her friends can help you with decorations and stuff. for the present, you have to tell us more. her likes and dislikes and stuff. =]
Get her best girlfriend or one of her really close ones to help you out with the party. That will make it a million times easier on you because she'll be able to know what decorations to put up and everything. If you want it to be solely from you, then just put up anything you'd think she'd like. Honestly, you throwing a party for her is sweet enough that I'm sure she'll be so happy with you about showing so much affection, she could care less what kind of decorations are there and what you get for her as a present. For presents, get something she's been eyeing when you guys go shopping or something she constantly talks about wanting. If there's nothing like that, then get her a teddy bear, balloons, a cd, a book, clothes (that one is tricky though...), a purse, lotions, perfume, et cetera. Possibilities are endless.

or, if you want to do it yourself, just put on the music she likes, balloons, maybe streamers, and food and friends and stuff. and maybe a movie or games (twister's always fun). it's the thought that counts
