how do i make a weblayout,and code it with dreamweaver?

Make one? Use Photoshop. You can do pretty much whatever you want and however you want to design it. Coding it? You can use some of the codes for xanga, like divs, the CSS, and a few other codes. Yes. How would you and your viewers be able to navigate around the site without one? There are many different types of navigation. There are tons of codes with HTML/Javascript?PHP and others that you can use. So, you're free to do it however way you want.
