Er, yeah. I'd like to make sigs and avatars and stuff but I can't seem to find how to make borders. Also, I've seen some ava and sigs and they have a sort of glow to them. How do you do that?

in photoshop it's edit>>stroke>>pick color and px
in paint shop pro it's image>>add borders>>pick color and px

and can you give an example to the "glow" thing..
