If this isn't for xanga, then you can upload the .txt to your FTP, and then when it's uploaded, edit the file name to .css.

In order to save as another file, make sure that the bottom menu is the save dialog says All files and not just .txt/Text files. Then type in the filename.css.

^ Doesn't it work if you type in whatever.css? Because it seems to work for me, the icon changes and the file type changes as well.
Unless you've already saved it. -shrug-

^ No because if that at the bottom, it says .txt, then it will come out as filename.css.txt. =\

..... Wha? Mine hasn't done that before.
You delete the text in the menu and save it as whatever extension. PHP was the only thing I couldn't get to work because my computer didn't recognize it as a valid filetype. Oh, and when I tried to save a word document as text. ^_^u But that was just me being stupid.

Really? You can open PHP files in Notepad. Oh what I said about changing it in the menu to all files and deleting the .txt is the same thing. =] You can also save .doc as .txt. You can save anything as a text.
