You can make an attachment when you're posting.. when you're posting. In the post page.

"Place" a zip file on a website that's not yours? Do you mean uploading the .zip file to said page or merely linking it?

Is the Zip file made by someone else? If so, you need permission. It's ok if you put files in a zip file yourself.
