is it possible to put some kind of code to make html codes active on just your computer in general? like mouse hovers, borders..etc.?

Meaning like on your desktop and not on the web? I really don't think so.

Well you can customize your computer font/size/color settings. Just right click; properties; appearance; advanced. But I don't think you can do "internet-related" codes.

theres only two html-ish things i know of: there's mouse hovers (not customizable, though) somewhere in tools -> folder options in "my computer." you can also turn your desktop into a webpage, too, although in my experience it makes your computer really slow

only thing close i s an active (html) desktop. I've done it before, you just have to be really careful with the layout and there are some restrictions. Biggest problems with that links. if you just want internet links you can simply do a target="_blank" to not mess up your background; but if you want to link to a file in the computer without that "open or save" window, it's quite impossible.

html is ment for the internet only. it's a language your computer reads and forms into the image you see. your computer doesnt use html, it uses something else. but you can modify your text/color/etc. in your appearence section on your computer
