how do you make your picture to be like this? how the bottom of it is white? (faded if thats what you call it i think) and the picture as well

you can use lasso and make it feather
or use the pen tool

how about for psp9?

For Psp9: You can go to the sidebar and select the "Selection Tool". Then, you make a box or circle or whatever at the bottom of your imaqe. Make sure you set feather to 50..Hope this helps. It`s what I use, lol.
